This is a beautiful hand crafted writing folder by Zsurizte a Nepi Iparmuvwszeti, made in Hungary. I would say it was manufactured circa 1960s, and still has the sticker on the back. The front is made from a hessian with hand embroidered flowers. The inside is a red satin lining, with two bands to place your paper. There are some age marks to the front of the hessian which can be seen in the photographs.
